google redirect link : is it helpful ?

someone told me if i made a backlinks using google redirect url : not ( goo.gl)

i mean the url when you click in google search in website link google redirect you to url and then it redirect you to the target website.

if i made back links to this url ( google one) is it safe ? he told me if the users click on the link this will help you rank better

and what is the meaning of this technique

But it gonna be so much better if you build backlink for the url that redirect to your website.
