Google ranking is based on what you do when creating your site. It'll rank on high if you had shoes on your head. Top 3 if you hang shoes on your neck,etc..,

While this seems very basic, it is actually difficult to answer. While there are a variety of things we do know about what page rank is based on, there are far more that we don't. Google keeps this a secret for good reason.
Page rank is a proprietary measurement (named after its creator Larry Page of Google) and there are many things you can do to improve it. Page Rank is basically measurement of a site's relevant importance to a user's search query among other pages in a set. Improving your chances of being visible to a user who is searching for content that your website contains means writing quality and relevant content, having authoritative websites link to that content and increasingly, having social capitol from sites like G+, Facebook, Twitter and others is also very important. The more popular and (hence) useful your site is, the higher its page rank will be.
