Google Ranking and More Backlinking

Looking for someone to help rank a website on the first page of google for my client. Maybe even have a few idea how to dominate the first page.

It was there at one time but the competitor knows SEO and is currently dominating but is building backlinks by hand.

Backlinks are probably where the work needs to be done.
