Simple Guestblogging is a good way to increase PR. If you can get some Strong BL you really can rank good enough.
Also, prducing strong content is a plus!

A ton of bad links does nothing for you and may get you punished by Google. The days when submitting a ton of links to bullshit directories, wikis and social bookmarking sites worked are gone.
