1. can we use 1 single domain in multiple google ad accounts? Any possible issues?
2. If an account is blocked/suspended, does this have any impact on DOMAIN? Can we use that domain in other account without any issue or do you need to chnge the domain?
3. What can be the possible reasons where you have to change the domain to run ads?

Yes. You can use it. We have many agencies working for us for the same website that we are selling our services on

If your account get suspended due to 'Unacceptable Business Practices' then you do definitely needs to change your domain.
3. What can be the possible reasons where you have to change the domain to run ads?

1. Don't. The best case scenario is that they only merge your impression share, practically allowing only one of them to appear for each query.
This, however, changes if different pages are promoting businesses handled by different business entities.
Either way, I'd do my best to avoid it. You have nothing to gain from doing it.
2. Definitely yes, except for situations where different subdomains are handled by different clients, such as LP builders that assign subdomains per client.
3. Suspension, poor domain rating, etc...
 
1) Yes, you can use a domain in multiple accounts.
Imagine you sell many different products to different audiences; no point in having them together. Think of Amazon selling hosting to Fortune 500 companies, then Audiobooks to the end user for $3. These audiences are very different.

2) In my experience, yes.

3) If you have the domain blacklisted in Gooogle (If you are doing dodgy stuff), you would need to spin up a new domain as a workaround.
 
We can provide a Google account, and the account registration is fast and the policy is good
