I wouldn't count out the relevance and power of Google+ just yet. Any property owned by Google and still up & running means it's still an important investment to them. And if it's important to them, then it should at least hold some importance to you IF you care anything about SEO. You best believe that content posted on Google Plus is noticed by Google (and I wouldn't be surprised if it's favored in some way).

Well if the G+ came from established accounts that have valid users, and activities, those G+ would be a little stronger as compared to G+ that came from empty profiles, etc. So if you are able to get your G+ viral with a stream of good accounts, that should add the mojo.
