Let's be clear: doing mobile redirects with Plugrush (or any other ad network for the matter) WILL harm your rankings or even de-index you from Google. So this thread is NOT about mobile redirects.

The question I'm trying to answer here is: does Google hate Plugrush so much that it will penalize you for using its widgets/ads on your website?

I've searched Google's forums for an answer. What I found is several negative comments from top contributors regarding Plugrush. Refer to the attached screenshots below.
Here's the link Gaieus gave: https://support.google.com/webmasters/answer/66356?hl=en

So again, this is about using Plugrush without the mobile redirect option.

(And by the way, do popunders affect SERPS rankings the same way that redirects do?)

Plugrush is a peculiar little devil at times, and you may find that even though mobile redirects are turned off globally they can still be on for some widgets. The result of this can sometimes be that G will see that mobile traffic may occasionally be being siphoned by plugrush. You may even be able to see earnings showing as coming from mobile redirects even though you know they are all off. At least that has been my experience.

Google de indexes sites with the mobile redirect from PlugRush so don't even add it if that is in fact problematic.

They pay good, but have long term implications.

Plugrush has been problematic for SEO on one of my projects in the past.

is the problem with selling traffic? or using plugrush to gain traffic?
