Google Play “repetitive content” - do both apps get banned?

I have an app on Google play account 1, if I upload another app (identical) and get “repetitive content” or “spam” violation, will both apps get suspended or only app 2?

Also is there any way to test if app will be suspended or not before publishing to store? Do apps in alpha testing get only rejection and not suspension?
