i don't find any solution payment . who know good vcc or platform to buy account

Google is a little bit strict about Google play developer account.

If you're serious about being developer, don't buy account.

Just borrow credit card or debit card.

You can just get a credit/debit card from your bank, or get a llc to open bank account and get new cc/dc.

You can use virtual cards on your name or if you don't have that, you can to use transferwise, revoult or other vcc provider.
