Hello, where is the best place to buy dev accounts? I found some places but all are expensive

Why don't you just create a Google Play account yourself for $25?
 
Yes you can create an account with a prepaid vcc (Entropay for exemple), but you have to use one computer/RDP foo each one of your accounts, so if one of them is banned the others will stay safe.

I can also make them multiple times if i wanted to.

In a few months i want to make some apps, but this is what i was asking my self..
Do people only use more accounts to spam the Playstore?

Is it even legit to have 2 accounts for developing?
Say 1 acount for only very good apps, and a second account for multiple small apps.

And if your only allowed to use one, how do you do it if you are getting payed?

People use multiple accounts for dedicated game to de-risk so they don't have to put all eggs in one basket. See the point ?

Also, don't register Google Play more than once with the same credit card. Be a Wise-man :)
 
Go register few credit card and get few virtual credit cards so it should get you started.
