Google Play Console High Risk Behavior

Hi there

I am managing multiple account total i had (14) with me made with different set of card details and different mobile number i used for creating account
so for managing multiple account i removed 2 step verification from Gmail after successfully creating console account it became easy to manage each account now.
As far in 15 days everything going well i am using one virtual machine for one play console even i am using brave & Firefox for accessing console accounts. and my all apps in total 14 console got live under closed testing.
but the problem occurred with 9th console when i was uploading into closed testing google tracked me for using same source code and got me my account terminated due to high risk behavior as far i left over that account i also not appeal for this account and continue further for 10th app publishing under new console as i see it was able to get approved in closed testing i am using same laptop same internet but each console new emulator i am using blue stack multi-instance fresh (instance) all apps were able to get approved in 11th,12th,and 13, and 14th console also, as far i am going through 20 testers first time rejection not ready for production so that again waste of 14 days time and efforts. but one of my 14th console one app testing got approved and i am very happy for that. and instantly i promote closed testing app to production in review time my account got terminated. due to high risk behavior. Now i am in worry do my all 13 console also happen same currently they are in testing phase. Please anyone help me to issue

Hello Friend, they say you can't keep using virtualbox and IDK; I want to ask you do you still use this same process and what is your warming process??
