It's not "about the 3g or proxy or VPN". There are numerous different checks you have to understand. If you're trying "trick" Google, you have to work smarter than that.

you have not any answer?It's pretty simple to avoid the footprints once you understand how it works...VPN won't help you here.

You first mistake was using a credit card with a different name than the one in your Admob account. Second, next time next time you might wanna open your Google Dev account while your somewhere else like from a Coffee shop, and you can do that every time again & again with a new location !
I must ask, did you reupload the same app that you had in your old account ? have you used the same Admob IDs ?
