Google Places / Maps Listings Question

I have a client in a party rental supplies related business.. he has top 10 listings for several keywords organically speaking. On the other hand, I've created multiple local citation listings for him on local directories in his city, he has 26 five star reviews on Yelp, he has 24 five star reviews on Google.. and yet there are other businesses listed ahead of him on Google Places that have ZERO reviews..

I'm confused about the algorithm of the local listings. Shouldn't it take into account that my customer has multiple local citation directories in his region? Dozens upon dozens of positive reviews? etc.

Is there anything I can do to change this?
 
What I do to my clients in order to increase local visibillity, is that I make sure that all of my client's details (Address, Phone numbers, Open hours, website, email etc) are entered correctly to ALL major Social Networks and not only Google. I mean Facebook, Twitter, Linkedin, G+, Instagram...Everywhere that I can fill my client's details.

But the most important is that those details must be present on the client's website as well. Usually I place them on the Footer.
