Here is my recommendation: focus on quality and diversity.
1. Build high quality backlinks from different platforms such as web 2.0's, high pr comments, profiles, article directories, social bookmarks, wikis etc.
2. Diversify your anchor text: use your money keywords <40% of a time (this varies based on opinions) and in addition use generic terms such as "click here" "this site" with your URL "www.site.com" "http://site.com"
3. Drip feed your backlinks: you want to be consistent with building your backlinks.
4. Add social signals: facebook, twitter, google + etc.

Do the previous things but in a more precise way. like use a lot of anchors and make different type of links, take care about your quality not quantity. that will definitely help.

No one understands the question, probably. I had to read 4 times to understand (I think) what the question is.
So, you're asking how to rank for your money keyword without getting penalized for over-optimization, correct?
Why don't you simply use variations of the keyword?
Money keyword: web design
Variations:
- Web designer
- website design
- web design in + city
- City + web design
- web designer + city
- web design by + brand
I could just go on and on and on here....

content always king, i would recommend you, when you start promotion only using unique content, in article submission don't use anchor text.
