Google Penalty? I can analyze FREE

however they get the data, they get it, and this is a major panda factor, I suspect the key trigger that warrants a closer look for bad quality

they only want the highest quality sites in their index and they measure this by things like bounce to serp rate - if 70% of the people who go to your site click back within 10 seconds this is a bad sign that your site has low value and it will be either removed for that ALONE, or this will be a factor triggering additional checks / and/or used as one of many quality signals to ensure only the best most enjoyed sites rank highest in google.

many people have asked this so now I will publicly explain:
pr = pagerank, mr = mozrank seomoz's pagerank equivalent - i use these as a test only to see if there are likely problems, if pr<mr then usually google devaluation or penalty (from on or off page google issues) as these linking algorithms are very similar

your TITLE tag should reflect user intention for multiple queries (keywords) not just one, not overly exact match, be a strong call to action, and have as many signals indicating you're providing recently updated, cared for, researched, official info - will rank better and click through better - if it is not i call it under-optimized
 
PS: If your site is new (less than 6 months) then it is hard to say anything about the site - not that I won't, but you are entirely likely not penalized but just in the new site sandbox. still need to build properly though:

you cannot have any hidden text that may add to your semantic index (i.e., what your site is about)

you need to slowly build quality links from related topical pages that are actually used by people using rotating partial match anchor text

make sure there is no dup content

those are the biggest offenders I am seeing

ok, this is my LAST DAY of checking penalties for awhile, then I will get back to work and check in again in january after the next panda release
