It would be really difficult to get it ranked again after penalization. Best advice will be to register a new one and start building it.

Kindly disallow all those links which you build earlier. that first step will get back your site from the penalty and don't push bulk links at a time. quality and spam score everything to be check before you add the backlink link to your site. do some on page seo to your site. put some quality content and then you will add a quality backlinks to your site

It depends on the penalty. There are two types of penalties: Manual and Algorithmic
Manual penalty can be identified & resolved with the help of tools like ahref, Disavow.
Algorithmic penalties are caused by the Google algorithm updates. It is harder to detect than manual penalties because you don’t get any notification in the search console.

IMO it's hard to rank the site with the penalty.So, first check with the penalty type you have received then rectify the errors and send the reconsideration request to Google. If they think everything is fine, you may have chances of ranking the site again.

I've recovered both manual and algorithmic penalties and exceeded all previous levels of traffic.
Just don't expect the previous bullshit SEO that got you penalized to continue to work on that domain again. I think there is a real possibility that you're on Google's shit list once a manual penalty hits.
You're going to need to step your game up and start doing higher quality and white hat SEO.

OP, what type of penalty specifically? Before trying to regain rankings after being penalized try to ask yourself if it is really worth to get it back. Restoring rankings may take a while.
