is there any way to recover google penalized website?
I am just tired off !
All my sites are penalized

Write more articles, but first hire a professional to do keyword research and link building.
If you don't have money for a professional then read the Seo guides here.
 
I would recommend you to read all you can find on this forum in regards to the problem in question. You should find cases just like yours if you search enough.
