Google penalize sites for not using adwords?

I've real-time SEO statistics at my sites. I've received two campaign codes from G during March-April this year, I refused to use those 100 EUR offers for adwords. I feel like my site is being penalized by G for not using their adwords. I haven't received any warning or message via their webmaster tools. No suspicious link activity, nothing.

My search engine traffic has decreased about -40% and currently it seems it's going more worse all the time. I've done everything I can in terms of white hat SEO. For major keywords my site ranks on bing #1-#10 positions (first page) but problem is, barely none use it ...

I spoke via skype with one of my online mates and he said that google has got new investors and because of them, google does these cheap tricks to make people use more adwords.

What do you think?

PS. I've automation that update a fresh content to my sites and I see very crap quality sites ranking better than my PR4 site and those sites does not update content even nearby as often.

Well how about this instead: Use the free ad-words coupons and see if one (or both) of your sites get a bump. Do you have GA or WMT installed? If G doesn't have any data on a site that ranks high, they might be using the free ad-words to look at that site's bounce rate. So, there might not be a "direct" (you won't use ad-words so we punish you) connection, but instead they might be demoting your site because they can't see how your bounce rate compares to other sites. It might not be a permanent change, but could simply be the comparative "dance" that G has been doing for years. Giving them some data by using ad-words might help, or it might hurt. Depends on how "spammy" your site is.

I don't think its a valid reason to penalize your site dude. I have never heard from anybody that they got penalized for not using Adwords.

Those coupons have already expired. At the time I received those coupons, I was really busy with other work so I did not payed that much attention. I've GA and WMT installed and those stats shows the same decrement in traffic

I do have links to a few low quality sites, I wonder can this be the reason. If the sites where I link to are link farms or do blackhat SEO and penalized by G, I wonder will my site get affected? This is something I haven't thought of or experienced before. I really do need to find the cause for this serious decrement in traffic.

I've worked my ass off to get all meta tags, titles updated accordingly and im also adding new quality and unique content.
