What do you mean by news PBN? A PBN of Google News-approved websites? Google News-approved site offers benefits like quick indexing of posts.

Find a clean expired domain with quality backlinks. Don't worry too much about DA and DR.

I think guest posting would seem more natural. Include links to authority sites in your niche to make it look natural.

I don't think they will blacklist it for this reason solely, but no one knows for sure. It's Google.

- there used to be indexing services, you can find some in google now, or GSA indexer.. but now it is up to google when to index your backlinks, submit your links in google console, manually, through atom.. but the most important thing is your authority and trust flow, and engagement in that new domain / pbns

- minimum DA for me is 15 DR is 10 spam score below 10, backlinks, i prefer 5 domain backlinks from good authority sites, rather than 100 domain backlinks from lower authority sites

- that tags have content inside their tags, i know what you mean, and they hide everything from their content to their backlinks, so that they are now visible to ahrefs and other metric system, there are plugins to do that

4- if i build google news approved website can it be blacklisted by google becuz of indexing ?
- no, blacklisted if your content is crappy and does not have value, and spam related, because sudden incrrease in content, raises red flag from google
