Looks like google want's to get into the FB like game and introduced a +1 feature to their search results in an effort to rank content and advertising by allowing their search results to be puppeted by this feature, while it is in BETA and actually a google labs experiment in which you must be logged into your google account for the feature to appear.
They are making it much easier for people like us to rape their algo by introducing such a feature, It's probably a matter of minutes before you see in the downloads section [GET] Google +1 Bot and away their little experiment will go. Hah HA HA.

    It's a Lab experiment

Personally I think it's a ploy to get people to create a Google profile because you can't use the feature unless you have a Google profile created. The first step to launching their Social Network. Which is actually slick because once their Social Network launches if you have a Google profile already most likely it will automatically populate your social profile on the network for you...Hmmn...

The Video if you still don't understand:
    http://www.google.com/+1/button/

Use +1 to give something your public stamp of approval, so friends, contacts, and others can find the best stuff when they search. Get recommendations for the things that interest you, right when you want them, in your search results.

    To participate in this experiment:

    1. Make sure you're signed into your Google Account (required)
    2. Click 'Join this experiment'
    3. Search for something you love on Google.com
    4. Click the new +1 button, and make your mark on the web

Your +1's are public. They can appear in Google search results, on ads, and sites across the web. You'll always be able to see your own +1's in a new tab on your Google Profile, and if you want, you can share this tab with the world.

Please note, it may take a while before you see the button in search results, and it may occasionally disappear as we make improvements. Your feedback will help us make it better!

This is a more simplistic version of Google Search wiki which they used a few years back but, later terminated... Looks like their trying the same thing with a twist.

This will probably affect SEO imo. However not that many actually have Google Accounts (not in my country anyway). People know about it etc.. but isn't accustomed to using Google's other services.

Edit: Btw -- what idiot would push the +1 BEFORE actually visiting the web site? That sort of behavior will probably spawn a "^ Klick +1 to like us!" in every meta desc. there is. :)

Probably effect SEO? Hello. This will effect SEO 100%. But fortunately only logged in google users will see the +1 feature version of the search. IF it makes it way out of BETA. That will be a huge mistake if it does.

This is still a major shift of the guards. Something I hope they never fully roll-out and stays in BETA. hopefully someone here can create a bot and we all terrorize the search results so they can bury this foolish and impacting feature. WTF they trying out FB features for? People will only flock to their Social Network if it's an alternative to FB, if they have the same exact features WTF? Don't compete by copying features, huddle up those engineers to come up with new innovative stuff, not spin off's Sheesh.

No, not a 100% since, as you put it yourself, people still have to be logged in to Google to be able to see it. Plus - people must have a Google AC etc. So a 100%? No.

But yes, the ultimate doom is near. :)

Those clauses only exsist since it's in BETA, and when they roll out their Social Network people will have accounts/profiles and logged in already. So the amount of people that will see it will be like Elephants and Ants on seesaws. With the un-logged in/no profile people being the ants. You already see the Zombies on FB who need their daily fix of BS. Just imagine half of them jumping over to the Google Social Network and +1'ing search results and sharing them on their profile. Google is carefully plotting their FB attack.
