Google My Business Listing Multiple Location Problem

We have a business which operates in multiple cities. It is a service business and has a seperate address at each location.
I have two queries related to this
1) What is the proper way to submit each location in Google My Business. We had someone do our SEO and they have created different Gmail accounts for each location.Now when we are trying to submit multiple locations using a same account, we are just getting suspended.
2) Someone has used theire location and phone number but given our website http://www.xyz.in and got there Google listing approved.so when searched on google, customers are getting diverted to the fraud company. We have tried reporting this listing but nothing is done by google. What can we do in this case?

You need expert guy you cant get live GMB like this. You need to do something extra ordinary that google trust you and make your business live in multiple locations.

1- You can get the desired number of Google Map listings at any location or city by getting paid support.
2- You can obtain a fraudulent location using the location ownership method. However, you will need to get paid support for this.

My thoughts about it:

1. Each location should have its own Google My Business profile with accurate information. To avoid suspension, create a separate Google account for each location and follow Google's guidelines for creating and verifying each profile.
2. Report the fraudulent listing to Google through the Google My Business Help Center and provide evidence to support your claim. It may take time, but Google will investigate and take appropriate action if the listing violates their policies.

Yes if you report the listing to Google My Business Help Center it will be taken down after some time.

I just finished my Google My Business certification yesterday. The correct way to do this is to list all your locations under your (1) Google account. If you have under 10 locations, you will get a verification card sent to each location. If you have over 10 locations you can bulk verify. After you've received those cards at the separate locations you will need to take the verification numbers back to your (1) account and finish the verification process by entering those numbers for each location you have listed on your profile to complete the verification process. https://support.google.com/business/answer/7107242?hl=en&ref_topic=4854193&sjid=16310315403763513095-NA. In some cases instant verification or phone verification is available. You will then be able to manage all of your locations from your (1) GMB profile.

If someone is using your site information, it's probably someone at the site address that has claimed ownership.
