I have been running tests on the top three maps results on Google search that show up.

I may be late to this information but I wanted to share.

The top three spot seems to be determined by rank (backlinks,Social juice, etc)
Then, each day the amount of traffic to each one determines how it drops. Yes, traffic makes them drop. Google is trying to be fair with amount of business to top three it seems. If I run organic google traffic to my google map link using google approved IP's and coming in through a certain keyword. I can make a listing drop out by running a lot of traffic to it.

Conclusion, once in the top three, whoever has the least amount of clicks/traffic drops to give other two some traffic.

i wouldnt say so. top10 is really rolled by UX. best ux = #1
