I need to add a location for my Google business, but I cannot get approval because I do not have a shop. What are the things needed to solve this?
 
you can first start a personal account and do your location added once you get websites and registered it will be easier to approach google to upgrade
 
If you don't have a store, still google allows you. You have to setup Service Area Business SAB. Sign to google my business and while selecting upon service chose " I deliver goods and services to my customers " instead of a physical address. Hope you do it ASAP.

Define your service radius accurately and ensure your business information is consistent across all platforms. Google may require additional verification steps like phone verification or documentation of your service offerings.
 
Having a business email for your domain can be quite helpful along side of @NeedMyLink advice above. Service area leaving out " at first " your phone #. Submit using this outline your business will be up and running in no time. Hope this helps OP.

Do you add the phone number after it gets verified? Does Google check the quality of the phone number before verifying? That seems so weird.
