There are some free tools you can use like Octoparse and others, but the free versions are pretty limited in what they can do. Virtually all of them require you to purchase a plan to get something you can really work with.
With a very small budget, you can hire someone on Fiverr to do it for you on the cheap. Some offer scraped Google Maps businesses for less than a penny a pop.
I think they only way you'll be able to scrape Google Maps totally free would be to code your own scraper, like some one mentioned in a previous reply.
It is easy and can be done with either Python and Playwright or JavaScript and Puppeteer.
