one of my site was hit by manual spam, i want to redirect it to a new domain, please advice me, i need my ranks back, and i dont want my new domain to get penalised

Forget the old site and start again with a new site. If you redirect the old site to the new site then you will eventually pass the penalty to the new site.

Correct, Always go with new site with fresh content , everything should be fresh,

Yep, you WILL get some short-lived use out of a 301 - but the penalty does pass on.
