so my main keyword was banned for adding too many backlinks too fast, would be ok to just buy a new domain and run the same wordpress template with all the same posts or should I start from scratch?

Man It won't be banned, just build more backlinks, maybe some authority ones.

I was ranking on page 2 for my number one search term, I paid someone for 300 social bookmarks and started comment spamming wordpress blogs and it dropped me out of sight. I deff was penalized

It's algorithmic, you're probably on page 89 or something, just get some better backlinks, they use spam based on mass estimation - many people think Google is god like AI, it's just software programs, yeah they use statistics, but it's still a computer. Turn the dial down a touch, and vary links.
Do you think you were banned for the 300 social bookmarks, or comment spamming?
Because 300 SBs aren't that many backlinks, are they? to warrant a ban
by the way, how can you tell if you were banned for one of your keywords?

The thing that people forget to question is why should google ban for social bookmarking your site, even a hundred of thousand of times. Why should google ban sites for gaining too many backlinks too fast? Even if the site is new, etc.,
