What exactly would be done as a service for local SEO?

Actually, for local SEO you're going to want listings on G+ Local, Bing Local, Yahoo Local, Yelp (don't even think about buying fake reviews!), Yellow Pages, FourSquare, and any other local directories, especially those with a targeted niche.

The reason local search placement is easier is that you're getting a presence on sites that already rank high. This helps with brand awareness.

G+ Local has the added benefit for local searches where a zip code or region are added to search phrases. (Example: "pizza delivery near Nowhere, TX") because those listings show before organic search results. This is also better for mobile users.

All I'm saying is that claiming those listings will already get you there, but only for local searches which is great if your client is focusing on a local region. No additional SEO is really needed. I mean you can include keywords in the description, but you're better off focusing that energy on posting special offers and other benefits that would encourage more clicks and visits.

However, SEO is needed for "pizza delivery" as it will be a more competitive keyword, but will still show local results from Nowhere, TX if your location is set to that. Also, keywords in larger cities, whether just the base keyword or the keyword with a city appended to it, usually need SEO as well.
