Thanks for the details. Interesting indeed. If all the facts are what it seems then the solution to your problem is simple.
Ranking in the local pack in a competitive environment is all about your schema and how it’s implemented.
my recommendation.... use googles schema checker tool and check your competitors schema.
Be meticulous. Find errors. Then create and implement one that is better.
This includes adding the right schema tags on the right pages as well as ensuring with a fine tooth comb that all the data you input has zero errors.
once your updates schema is implemented, submit your sitemap to google on webmaster tools and request it to crawl your pages. Then see what happens.
In most cases, using the same scenario, I’ve increased rankings for other pages from the 5th page to the 1st in 3 weeks.

also, check to see if all the schema codes you have are completed.

Hi,
I have website in a competitive industry. For my targeted keyword (keyword + Location), I am ranking on the page 3 and about 20th on the map listing.
One of my competitor is ranking for the same keyword (keyword + Location) on page 3 but it also shows in the local 3 packs.
Both websites has very similar DA and PA (homepage). Both physical offices are in the CBD of the location. In fact our offices are about 500 meters apart.
They have a lot more google reviews (70 vs 10). However they are ranking (local 3 packs) above some well established websites in the same locality with higher DA and higher review numbers.
Apart from the reviews, I operate from 2 offices and therefore I have 2 GMB. In all directories, I have put down the CBD address as the address of the business. Both GMB profiles are completed with photos and different description for each locality.
My backlink profile is much stronger than this competitor with a good number of links coming from high DA, niche relevant sites with traffics.
I have 2 questions.
1. What would you suggest for me to do to rank my CBD address in the 3 pack?
2. What are the questions you would ask or evidences you would want to see from a Local SEO Provider?
