Google keyword planner acts real weird!

I am now on the #10th position for a 300k search term in India. According to Google keyword planner, the CPC ranges from $0.50-$1 for Indian traffic. (Country is set to India in GKP and I even double checked the CPC with a particular Indian state). But the highest CPC I ever got is about 20 cents. So what's going on? Am I doing anything wrong? Am I missing any basic fact?
 
If you built an article based on a keyword it doesn't mean that you will get ads on exactly same niche. Google ads keep rotating and many factors come when showing ads to the customers. Sometimes non relevant ads show up because of related user activity on their browsers. And even if niche related ads come up, because of ad budgets and change in competitions ad clicks may give you lower or higher results. So it's never in any fixed range.
 
Actually the CPC that GKP shows is from Advertisers end. Like if you want to display an ad you will have to pay that much.
While at publisher end, google keeps its stake and send you around 50-70% not sure fully.

Also CPC changes daily, so not a big deal.

Actually 60% on most of the cases
 
GKP is not correct. I have used it before. It's not good.
 
Or wait for some days maybe the CPC will increase this happen to me also. I rank a keyword with 60k searches and CPC was 0.80$ and i get only 0.15 -max 0.25 . But after 20 to 40 days CPC increases to 0.30 to 0.60 per click
 
I think the CPC we see in keyword planner is for search engine ads not for dispay ad . As i am also ranked on high cpc keywords but i always get pennies from adsense .
