Google keep indexing my removed urls

I decided to rebuild one of my websites. So have removed all old urls via GWT and also deleted all posts and pages in wordpress. Added fresh content and it's currently indexed. But for some reason Google still keep randomly indexing few old urls. Those pages have error 404 on them. If I remove them, few days later other non existent old posts come up..

Does anyone know why Google does this nonsense and how to stop this?

I had the same issue after the removal of urls using GWT. But after 10 days(don't know exactly) old urls removed from SERPS and new urls got indexed.

Well, I have removed urls and deleted posts in January 27, but they are still getting randomly indexed here and there. So annoying..
 
Same for me as well.

I manually add those links to my GSC and tell google to deindex them.

Yeah, I'm doing the same man. The problem is - due to the nature of the niche, the old content on the site was 100% copy pasted. So the site was denied by Adsense (was hoping for auto-approvement). Now I added fresh unique content and need to add the site for reconsideration. But usually it takes time and I'm afraid that at the day when they will perform manual check, some old posts will pop-up and the site may get rejected again. Those pages have no more content, but from urls you can clearly see that it's something copied and copyrighted.
 
Same for me. i got around 300 404 error. old url that i deleted more than 5 months ago pop out. i felt like google just indexed my site.
 
Yes it takes some time to get indexed so upload with new urls google will index new pages
 
yes, use robots.txt or add a noidex tag to each of those urls. If you have backlinks pointing to those urls, maybe you could redirect each of them with a 301 to the homepage
 
Are you sure they're not good backlinks?
The sticky 404s tend to come this way in my experience.
I'd 301 them somewhere useful myself.

It's not a problem, Google will de-index them at a certain time.

You can use the Search Console to fix them. See this: https://support.google.com/webmasters/answer/1663419?hl=en
This can help you.
 
Use a 410 plugin and enter all the urls that you dont want to be indexed
That way Google will never visit/index those urls again
