In a word with high keyword difficulty, the competitor has not written anything about the keyword, only the subject title and 2 photos. How to rank in the top 15.

content is not always required to rank,
it's something that would make the ranking way easier, but you can always hit the top spots with a good domain and links,
that would be even easier if the SERPs' top pages do have little to no content as well which would make the search intent match

this page is in the top 15, keyword in red zone
I checked the backlinks of the page. none of the linked pages are opening. Does it say "not found" in the link addresses?

We come across many website as such which offer no value but still rank in first 20. That's irrespective of whatever SEO they have done or not. However it could be that, the text are hidden through javascript or the link is though PBN which again is hidden from third party link grabber.
