Use webmaster tools (search console).How can I index my website on google? Is google submit-url working now? or mobile friendly? Please help me to index my site on google without google webmaster tools

Make sure you're not using deny all in robots.txt

If it is a brand new website, it may take several weeks for Google to index it.
Gone are the days of having to "manually" submit your website to search engines. Google finds it automatically.
I know you said you don't want to use Google Webmaster Tools but you can try submitting or resubmitting your xml sitemap in Google webmaster tools, this is easy if you have a wordpress website and the best way to get your site indexed.
Otherwise, just simply wait for Google to find it.

I have an aged blogspot with 12 articles
Try pingomatic. Should work with Blogspot.

Usually a day or so.
Another very easy and effective method is to paste the link on to your facebook wall. Facebook is crawled constantly
