I don't use Scrapebox for either of those activities (there are better apps) but with 10 private proxies you can probably run 50 - 100 threads. Delay would only be needed if you're submitting to urls on the same domain.

I've only dabbled with contact form marketing, as the ROI was not there for me, but GSA website contact is head and shoulders about Scrapebox for that sort of thing.
