They want to improve their search results but look at this image

People even without a website are ranking for competative keywords. Whenever i get time i do keyword research and i can see more and more results like these in the search results.

That IS a website, genius. It just doesn't show up as a domain name but as an IP number.

I think the guy is building links to his IP... that ways no Spam filters would block him... (I THINK)

errr....I'm confused on this. How did he get to the top and how come when I check his backlinks there is none. Dumb question I'm sure, just don't know what's going on with this. Hes #5 for cheap designer bags for less but it gets no searches so that's probably why.

Do you have any other examples?

I have a feeling that there's something to this. Potentially using cloaks and sneaky redirects to burn through "IPs" once one gets banned.
 
It looks more like a Google bug than a trick. There is no obvious benefit from using your ip when your url has the keyword!

Actually that's not true, I can think of several ways that you could benefit from using strictly an IP address and potentially do BH activities and KEEP your rankings/site if you've been affected by a "ban"
 
You may have also noticed someone's ranking <designerhandbags.org> an old school content-less MFA on page 2 for the ultra competitive keyword designer handbags :) If he bought MrE's blog backlinks I bet he could jump to page 1 for a bit.

I think that it's just the effect of site copy. It's known that if you copy the entire site, then Google thinks that this site has moved to a new domain or something and gives a similar ranking power to the new domain...

So somebody just made a copy of cheapwebstore-c0m to his own computer and maybe even has a way to monetizing it temporary...
 
Google "turned down" the power of keyword domains in an attempt to get brands ranking closer. That's why you're seeing IP domains.
 
Your site IP will never change unless you change hosting or change the IP on the hosting. Every website out there has a dedicated IP. This is strange though. Never seen this. What I am suspecting is that this guy is backlinking using the IP of the domain. I see the logic, just don't see the benefit just yet.
