They are officially and indirectly saying that their Algorithm is just a crap and can be manipulated. You can't expect anything more from those loosers.

It is crap, and I think the death (or non-relevancy) of organic search is inevitable from googles point of view.
This must have been on their radar since years:
Google tries to determine, who's a bad and who's a good webmaster (in their view), who has real people liking them, and who uses spam.
After many iterations, down the road, the bad webmasters cloak like good webmasters:
From now on, the search results are highly volatile, since the search engine can hardly tell good from bad. Whitehat sites (or sites without any manual optimization at all) get hit, just because the line between good and bad is thin like a hair, or plain randomly wrong. 2 Page affiliate site rank for competitive terms.
Google Search is in it's worst state since years.
So what would you do with a domain, that has A LOT of daily visitors coming in every day, using your site as portal to navigate the web, but knowing, that the search as people knew it might die some time soon?
What do you do with a dropped domain, that you reregistered, that has still a lot of traffic on it? You would try to monetize it. Put ads on it. Try to give people a reason to stay with your site.
I think google will try to transform into a web-portal, where organic search results will have little relevancy (haha AOL here we come). Watch the search results for commercial terms on your phone, organic comes on page 4 or 5. On your desktop, the SERP is full of google stuff and ads, with only 1 - 2 organic results showing up witihout scrolling.
There will be big changes ahead. In july, yahoo had more people on their site than google (196mio vs. 192mio). Interesting.

there is already zenoposter template with proxy support to submit your sites to it:) it must be the next step of teaching the algo ( big update)- first they collected bad sites through this bloody disavow tool and losers that submited sites to it and now they want to collect good sites. as a bhw it should be our duty to make some mess with it ( sending your worst spam to it?)

This may be a honeypot though, as seems like real small sites/business will not notice this.
The one noticing it will be the big guys and the SEO guys.
The big guys will only submit once, but the black hatters will definitely try to game the system.
Then, Matt will know which site is done by black hat, and start slapping.

Might be. But it would be easy to lookup your suggestion in their internal database and just watch for a few metrics that would show, your trying to mess with them. A small website that needs better ranking is most likely having few backlinks and not much exposure in the web, that google can see.

Maybe they don't even know what data will come in (serious or BH). But i am with you, would be easy to find out blackhatters, for BH it's a honeypot.

which leads me to second thought, what prevents using it for negative seo? You could send the top10 for payday loans their way and watch what happens?

As it stands now, nothing prevents from negative SEO.
Want to do one? Just do it.
Matt is preaching about don't worry about bad links, just disavow it! What a crap.
Yeah, how if your site gets 100,000 links each day, your site will drop faster than your disavow, and Google will do nothing.
