There is any solution to add or to force users to install extension without pay that fee (5$)

I try to publish my extension but google ask for payment (5$ fee) 1 time to confirm my identity and i dont really like that ... you know ? blackhat stuff

Any advice or tips to force people to install my extension will be welcome

Hey!
Really - no, there is no other ways how to it. You need to pay 5$ to be able to upload extensions in your development account.
Also, you can`t install extension if they are not in the WebStore or rather you can install it with exe, but browser will notify users that they has extension not from the Store.
So basically - you need to pay that 5$
