if you are avoiding spammers is OK, but if you are a spammer, is not OK. Every service has someone willing to buy it, and someone who choose this is not necessarily a dumb one.

I don't see why you couldn't do a PBN really. I doubt they could possiblly manually review every domain they sell.

It's really easy to catch up on PBN-s if all the data belongs to Google lol. Maybe they can't review all domains, however let's suppose a manual reviewer comes to your site and checks the backlinks portfolio. The backlinks on your Tier 1 are gonna be the PBN links and then they check further -> now if these domains are hosted on Google, it takes them only 1 min to figure it out. They have massive amounts of data and can make cross-checks really quickly to find out they are maintained by the same person and are not natural links. Not to mention that even if this does not happen, I would still sleep better at night knowing that I haven't set up a time-ticked bomb on Google hands that can explode at any minute.
