Hello, so im starting my local seo agency in my own language and country and what i noticed that google does not allow to sell back links, so maybe you know ways how should i go throught it?

Advertise on BHW
It means Google doesn't allow you for spammy links.
 
Looks to me like you are trying to sell already via pm which is against the rules.
