Google Display/Discovery still profitable for affiliate offers?

Hi,
For the past 2 months, I've been trying to get Google Display to work. So far without much luck. Tried Discovery as well, but the cpc's ($2-4, even with 2%+ adCTR) seem way too much to make $50 offers work.

I am curious if it's still possible to run affiliate campaigns (black hat) profitably on Google Display or Discovery?

I've been working with website whitelists and maximize click objectives. Got low cpc's but the traffic seems to also be of very low quality even though I have a premium website white list.

Im trying to get display to work as well, my cpc is around $1.20 but my ctr is very low around .15% so ill be testing more creatives
