Google Display ads Active but not receiving traffic

Hi guys, I have a problem with 2 of my google accounts. Campaigns are active eligible and approved but not receiving any traffic. 0 impressions for all my accounts campaigns. Even if the Bid is high and the budget is good. Still having the problem for 3 days now and I can't figure out why and I have to do to start receiving traffic. I have gone through every detail possible, placement, audience, demographics.. I had some campaigns running and delivering and stopped them for 2 days but once I Activated it again I faced this problem. Even I created a new campaign but no traffic.

I'm seeing the same thing lately. Having a very hard time using budget/getting impressions.
