I moved this thread from the Copywriting & Sales Persuasion forum
to the Blackhat Lounge. You obviously confused Copywriting with
Copyrighting - a not uncommon error. Copywriting is the art and
science of writing text designed to convince people to buy what you
are selling, whereas, Copyrighting is the process of protecting one's
intellectual property.

I doubt Google is going to penalize Youtube or any of its other properties. Google these days is all about advertising, they aren't going to do anything that might reduce the traffic to any of their sites that make money from ads unless they have to. 
I'm more curious how this will affect Facebook, it's pretty common knowledge that Larry Page isn't a fan, so I'm willing to bet they won't get any kind of a break here.. not that they really need it since most of Facebook's traffic doesn't come from search engines.

They already do with similar thing
It's called flagging
(they won't punish themselves but they will remove video)
