deindex or not in 1000 serp?
if google deindex your site means your site contains something against google tos, like cloacking, duplicate content, link farm etc.
at this point any number of backlinks can't help. (please cmiiw). As I read at some blogs, you should remove all against tos content and submit to google webmaster.
If your site is new and not in 1000 SERP, I believe adding more unique content and manual backlinks (means not so many additional backlinks per day) will be good. You can found reviews about this at here.

Modify your site design, remove all ads, remove calls to action for sales, remove sales oriented articles, add articles that are much greater in length than what your average is, wait a little then request reconsideration for getting back into index.

You can't reindex quickly. What you have to do is daily bookmark(low amount:10-20) your web site and inner pages on different accounts.
Find and build some quality few .Edu and .Gov backlinks daily.
remove spun contents and put original content at least 80% unique.
Change web site title,meta keywords until index.
And finally, if still not index, you have to change theme also.

Buy a new domain, point the deindexed domain at the new domain. Blast the old domain, watch the new domain get reindexed and get to wherever the old ones was! Work for me.

I think make 301 redirect to new one and blast with xrumer and SB

Chances are you are screwed, but would love to hear the outcome.
Spun content was likely your problem, especially if it was really poor
spun content. Add in your crappy links, and boom, a formula for disaster.
You need high quality links, you need to diversify anchor text, and you
need unique content. I know you said you've done that, but just double
and triple check if this domain is important to you.

I have a few domains that were de-indexed and banned from google before i got them and thought about redirecting them to new ones.
I always thought if a domain was de-indexed it was a big no no to 301 redirect it to a new domain because google will then know you moved the de-indexed site to a new domain.
a 301 redirect will tell google its moved but what about a meta redirect?
I mean, throw as many links at it as you want. It won't be reindexed, but a proportion of the link juice will go to your new domain.
