Nah if you read it carefully nothing to do with SOPA or PIPA, simply a smart play and a strong technology purchase by Google.
They can actually use this to get music on their site rather than taken down. By legitimizing the process youtube could become the hulu of music

Youtube (Google) has already paid over $100 million in royalties to its VEVO partners, it's great news that they start paying to a wider range of artists.

A move like this protects them from the likes of SOPA/PIPA.
They already have a massive market share of the music industry.
Now they can expand the music industry themselves legally. Game changer.
