I know that Dance can appear when YOU BUILD High PR Links, but if you remove that High PR Links it can appear again?

Yes, or even penalty since you remove the links then Google will re-evalute your site to rank it lower or even penalise your site if it looks unnatural.

I removed about 300 High PR Sape Links. It could be penalty or just dance? Cause i lost about 100 positions on all keywords.

As you remove high pr links you loose pr juice, loosing pr juice will mean that your site will go down in rankings. Why did you remove them? every one's aim is to get more not to remove them

Copy and paste the first paragraph of the article on the homepage into Google search and if it does not show your site then its 99% penalty. other wise you remove the Sape links will mean you lose the rankings the Sape links gave you in the first place is the likely reason. Your site will not 'dance' and come back to its original spot since its the links that had you ranking in the first place. Remove them and you lose the rankings after about a week.

It doesn't show anything... so it`s a penalty...

EDIT: at some keywords i see, at some not.
