How do you want to keep keywords when you're removing ad group? Focus ;)

You can make new campaign, doesn't matter, just don't edit original ads
 
If Malcare, Sucuri, and SiteLock didn’t detect anything, consider using tools like VirusTotal or Wordfence for a second opinion, or check Google Search Console for any site issues.
 
Maybe it’s just a Google glitch, but you could try using Wordfence or NinjaScanner sometimes they catch things others miss
