Please post a screenshot. But yeah, sounds pretty ridiculous to be legit.
So log into your account, not via an emailed link from this email and check to see the issue.

Google will not send one last email! They will let you know on your account itself, check your account and see if there are any notices.
These emails that say last warning and so on are scam. Google does not do this.
I would say email google from your AdWord account.

Everyones email is pwned these days if they get spammed so makes little sense checking.
So your ads can't run because you don't have a valid payment method / ran up a bill? Then surprised they come calling for the money?
