Is it safe to make backlinks form the same ip..? If not can you please help me with this..? because I have heard that google can fetch the details when we put our website's link in any other website. Google can trace the location of the link from where it is being added..
 
Yes it is safe to make backlinks from same IP and google have no way of finding out if you are making backlink (from what IP actually) on sitex.com (if not owned by google) of course, if it is owned by google then it might keep a record of that.
 
It's the worst thing you can imagine. Use multiple proxies! Most of the blogs and websites have spam filters and they are sync. so after a few spam comments you will get in to the black list.
 
in my opinion every single BL will always point back to your site - therefor Back link! in other words regardless your effort into it and how spamy you got2b - it always will be a matter of how much you will get hurt by G sooner or later

Incorrect. This is true for link spamming using something like Scrapebox. Getting banned has nothing to do with Google. Certain services like Akismet share information about spammers and maintain an updated blacklist of banned IP's that people use to flag posts from known spammer IP addresses. This has nothing to do with Google.

lolz! Laughed by reading 1st comment! Man use proxies! Google don't like links from same IP "Diversification" is the key for SERP!!

This statement is also meaningless, although not as much due to deficiencies with English. More like a lack of comprehension of the original post, a lack of understanding of SEO in general and, despite that a delusional belief in his own competence and awareness.
