Google blocking my domains without providing any reason why...

Hello! I am a reader of BHW for months and this is my first post, because I do not know what to do...

I am playing with adwords for a year now. Recently google is blocking all of my domains without giving any reason why.
All I see is a notice that my sites breaks their rules or it was blocked due to 'playing the payment system'.
However, I've change my site to fully match the terms and my payment is quite standard (paypal, credit card, and COD).

The problem may be with the site's topic - penis enhacements, but the competition is being displayed and my sites are practilly the same - mine are even a little bit softer... I am not giving any claims, promises, nothing to infringe google's terms.

Has anyone struggled with such a problem?
Also, I am looking for some agencies with experience that can help me with this problem. I would appreciate if you could recommend me someone.

I would prefer not to share my landing here. This is the info I received (check the screenshot), basically "oszukiwanie systemu" means cheating the system. I've tried to call google to solve this problem, however, they won't give me any reason why exactly my account got blocked and I am waiting more than 3 weeks now...

So you've been linked back to a previously suspended account. You're doing something that is allowing Google to connect you the suspended account.

Well, I thought that would be the case but on this account I did everything to make sure that they won't connect it to the previous ones (New site, IP, company, payer, even new laptop and entirely new product brand).

Coupons? You use prepaid for PostPay?

Something is linking you to the previously suspended accounts. Without knowing specific details, I can't advise what it might be.

This is why it won't use google to sign-in my DropBox with my excel sheets with addresses, logins, and passwords.
