A website copied half of our post (exact every single word) and now they are outranking us. We spent time and effort to write that post, what the hell is Google thinking? Maybe since it is none-English content so the thief could get away with it?

Non-english engines are way behind the English ones.

You can get away with a lot there.

Some updates are global and influence all datacenters but when it comes to language processing they are lagging a lot.
 
That's horrible.

Maybe if you speak both languages enough to write content that's fluent & readable in both languages, it's time for a new domain extension to mirror your site in both languages?
If there is someone doing this, there's traffic to be had. Else they wouldn't do it; that could be your traffic, CPM, etc.

A lot of extra work though.

My site and their site are in the same language. If they rewrite or rephrase the content then I have nothing to complain. But copying exact every single word and still outrank us? Shame on Google.

IT's fairly common if there site has more authority than your website which I guess is the case they can keep outrankings you fairly easy.

You can as well which they maybe have done a software which tells the exact second you add new content through things like say RSS feed if that is the case with your site it gets site to them instant meaning they can indexer it quicker than your site if you maybe have RSS feed in place or something else sending them your content very fast.
 
Are they keywords in the same language? Weird how he can outrank you with a different language.

foreign and long tails have always a different game,
you can send a DMCA request to google and they'll will remove their links

Nothing new happens all the time if you are into this you need to digest it. You can try reporting the website & content to google see if that works for you.
