Google and RSS feeds

Quick question. Can I use a RSS feed from another site for "new content" to satisfy Google. Basically, I have a site that has only one post I use for a static page and want to use a news feed below that post for new content and ping that post which would bring search engines to my static page.

Does that make sense? I know you used to be able to use feeds for that purpose but I need to know if G has changed this and penalizes for it.
